RTR reports about 14.8 million broadband connections at end-2024 (18.6% fixed, 81.4% mobile). The cheapest fixed-line plan is VOLhighspeed DSL 33 at EUR 16.90/month; the fastest is Magenta Internet XXL at 2,000 Mbit/s. Best transparent power-user FTTH: Telematica Next Home Plus 1000. The market also includes strong regional cable/fibre operators, mobile resellers, and open-access fibre networks that let many ISPs sell over the same infrastructure. A single customer journey can involve a network operator (Kelag-Connect or öGIG), a retail ISP (Telematica, Drei, spusu), an access technology (GPON FTTH), an ISP-supplied router, and activation timing tied to network handover.
The biggest practical finding is that comparison portals usually under-model Austrian internet offers. Common misses include normal speeds under EU/TSM rules, hardware ownership versus loan, no-roaming rules on home-internet SIM products, bundle-only discounts, open-access dependence, address-based technology substitution, and traffic-management caveats.

Magenta publishes the clearest tariff matrix: HFC cable from EUR 29.90 (60 Mbit/s) to EUR 99.90 (2 Gbit/s), plus 5G home from EUR 29.90 (60 Mbit/s) to EUR 47.90 (300 Mbit/s). Mobile-home tariffs explicitly state no roaming and no voice/SMS. The 5G Box becomes customer property after activation.

On open-access fibre, the network operator and the retail ISP are two different companies. The user pays monthly to the chosen ISP, while the network operator supplies the active component and physical line. öGIG publishes a list of more than 20 retail ISPs on its platform, including Spusu, Drei, Fonira, Telematica, kapper.net, AiNet, KT-NET, Net4You, oja.at, NETcompany, and others. Kelag-Connect follows the same logic in Carinthia, with open-access fibre rollout running since 2019.
Practical implication: a single address can have a Kelag-Connect or öGIG fibre line, with the user choosing between Telematica, Spusu, Drei, or another partner ISP. The bill comes from the ISP, not the network operator.
Sometimes. A1 Cube, Magenta 5G, Drei Home, spusu 5G Home, B.free Data Unlimited, bob Giga bob, HoT, and IKB Fiber Flex are sold as home internet but ride on 4G/5G mobile networks. They are best when fixed-line installation is impossible, when the user wants no minimum term, or when the address has weak DOCSIS/FTTH coverage but strong 5G.
The trade-offs are real: no use abroad, no voice or SMS on most tariffs, no static IPv4 (IKB explicitly), and throughput tied to radio conditions. Magenta references a Bandbreitenoptimierung policy and assigns customers to traffic categories on mobile-home tariffs.
Hardware ownership vs loan
Magentasays its 5G Box becomes the customer's property. IKB uses temporary loan FRITZ!Boxes during line build-out. LIWESTpublishes a EUR 39.90 modem-provisioning fee. Treat "router included" as a non-uniform field.
No-roaming and no-voice rules
Magenta mobile-home tariffs do not support roaming or voice/SMS. A1 Cube is Austria-only. Drei Home and spusu 5G Home explicitly say no abroad use. If the user travels with the router, the tariff is the wrong product.
Address-based technology substitution
Drei and A1 say openly that the actual technology depends on the address. Same brand, same plan name, can mean different speeds and different SLA guarantees at different addresses. The address check is part of the purchase, not optional.
Open-access dependence
On Kelag-Connect or öGIG fibre, the bill comes from the chosen ISP, but the line is built by a different operator. Activation timing, fault repair, and contract terms split across two companies. The user must understand both relationships.
The Rundfunk und Telekom Regulierungs-GmbH (RTR) regulates the Austrian telecom market, operates RTR-NetTest for measured quality, publishes annual broadband market reports, and runs telecom dispute resolution. RTR reports 1,584 telecom dispute cases in 2025 with an average disputed amount of EUR 375.
At EU level, the Telecoms Single Market (TSM) regulation requires fixed-internet providers to disclose normally available, minimum, and advertised speeds, and gives consumers the right to remedies when actual performance materially under-delivers.
Customer satisfaction signals are mixed. On Trustpilot, the largest incumbents score poorly: A1 ~1.3/5, Magenta ~1.5/5, Drei ~1.4/5. Challengers do much better: spusu ~4.4/5, educom ~4.0. Use ratings as one dimension among many, not as the ranking driver.

Some providers expose headline speeds and prices on HTML pages, but reserve normally available speeds, minimum speeds, latency, service-class rules, and legal remedies for product-information sheets, contract summaries, or PDFs. Those should be ingested into a production dataset alongside HTML.
