Only need the legally required cover? Buy VAV.

If all you need is the Vienna requirement, VAV at €44 per year is the cheapest option on this page and also the strongest: €10 million of cover and no deductible. The alternatives are worth the extra only if you were going to insure vet bills as well, in which case a bundled health-and-liability policy from Uniqa can work out cheaper than two separate premiums.

These four providers cover the €725,000 Vienna minimum and issue the proof-of-insurance document you need for the dog tax. All four exceed the legal minimum, so you can register your dog the same day you sign up. Read the ranking as two decisions, not one, because the two lead cards answer different questions.

For liability alone, VAV wins outright. At €44 a year it is cheaper than every bundled alternative here, carries €10 million of cover where the bundles carry €1 million, and applies no deductible where a bundled policy typically takes €300 per liability claim. The only reason to buy anything else is vet costs: a separate dog health plan runs €29-44/month, so if you want both, compare a bundle against VAV plus a health plan, never against VAV alone.

Other Austrian insurers that write dog liability cover include Generali, Helvetia, Donau Versicherung, and the pet specialists Agila and HanseMerkur. Compare the coverage sum, the deductible (Selbstbehalt), and any breed surcharge before you sign.

Is Dog Liability Insurance Mandatory in Vienna?

Yes. In Vienna, dog liability insurance is mandatory under the Wiener Tierhaltegesetz and the 2. Tierhaltungsverordnung. The City of Vienna states plainly that you must take out and maintain liability insurance for your dog. You must present the insurance confirmation when you register your dog for the dog tax (Hundeabgabe).

The requirement applies to all dogs kept in Vienna, with no breed or age exemption. If your dog bites someone, knocks a cyclist off their bike, or damages property, you are personally liable under Austrian civil law, and a single injury claim can run into hundreds of thousands of euros. For your general personal liability beyond the dog, see our liability insurance guide.

Vienna is not alone. Dog liability insurance is mandatory in six of the nine provinces: Vienna, Lower Austria, Upper Austria, Styria, Salzburg, and Tyrol. In Carinthia, Burgenland, and Vorarlberg it is voluntary for standard dogs but still required for listed breeds (Listenhunde).

Fine for an Uninsured Dog

Keeping a dog without the required liability insurance is an administrative offence (Verwaltungsstrafe) under the Wiener Tierhaltegesetz and can be fined up to €3,500. You also cannot complete your dog tax registration without proof of insurance.

How Much Coverage Do You Need?

The legal minimum in Vienna is €725,000 for combined bodily injury and property damage. That is the floor, not a recommendation. Market-standard policies in Austria cover €1 million to €10 million, and most insurers price the €3 million to €10 million tiers only a few euros above the minimum.

A serious dog-bite injury, a traffic accident your dog causes, or long-term medical costs for a third party can easily exceed €725,000. We recommend at least €1 million of cover, and there is little reason not to take €3 million or more when the price gap is so small.

Pay a Little for a Lot More Cover

Jumping from the €725,000 minimum to €3-10 million typically adds only a euro or two per month. The higher tier protects your personal assets if a claim ever runs large, so it is almost always worth taking.

What Does Dog Liability Insurance Cover?

Usually Covered

  • ✓ Bodily injury caused by your dog (bites, falls)
  • ✓ Property damage caused by your dog
  • ✓ Consequential financial loss
  • ✓ Legal defence costs against claims
  • ✓ Damage while off-leash (most policies)
  • ✓ Dog walkers and pet sitters in your care

Usually NOT Covered

  • • Vet bills for your own dog (that needs pet health insurance)
  • • Intentional damage you cause
  • • Damage to your own property
  • • Breeding or commercial dog activity (basic plans)
  • • Fines and penalties levied against you

Dog liability insurance only covers damage your dog does to other people and their property. It does not pay your own dog's vet bills. For surgery and illness cover, you need separate pet health insurance.

How Much Does Dog Liability Insurance Cost?

Policy TypeMonthlyAnnual
Standard breed (basic)€4-7€48-80
Standard breed (premium)€7-13€80-150
Listed breed (Listenhund)€10-30€100-250

Dog liability is one of the cheapest insurances you will buy in Austria. Price depends on the coverage sum, the breed, and whether your dog is a listed breed (Listenhund). Here are typical 2026 costs:

VAV starts at about €44 per year, and Uniqa from roughly €6 per month. Listed breeds pay a surcharge of around 1.5 to 3 times the standard rate.

How Do You Register Your Dog and Show Proof?

In Vienna you must register your dog for the dog tax (Hundeabgabe) within 14 days of acquiring it or moving to the city. Registration is handled by the city tax office, and you must present your proof of dog liability insurance at the same time. Your insurer issues this confirmation on request at no cost.

Your dog must also be microchipped and registered in the national pet database. For certain dogs, Vienna additionally requires a dog licence (Hundefuhrschein). The annual dog tax in Vienna is around €72 per dog. For the wider arrival paperwork, see our Vienna registration guide.

Order of Steps

Take out the insurance first, then register for the dog tax. Insurers can issue the proof-of-insurance document within minutes online, so you can sign up and complete your Hundeabgabe registration the same day.
