Is Dog Liability Insurance Mandatory in Vienna?

Yes. In Vienna, dog liability insurance is mandatory under the Wiener Tierhaltegesetz and the 2. Tierhaltungsverordnung. The City of Vienna states plainly that you must take out and maintain liability insurance for your dog. You must present the insurance confirmation when you register your dog for the dog tax (Hundeabgabe).

The requirement applies to all dogs kept in Vienna, with no breed or age exemption. If your dog bites someone, knocks a cyclist off their bike, or damages property, you are personally liable under Austrian civil law, and a single injury claim can run into hundreds of thousands of euros. Vienna is not alone. Dog liability insurance is mandatory in six of the nine provinces: Vienna, Lower Austria, Upper Austria, Styria, Salzburg, and Tyrol. In Carinthia, Burgenland, and Vorarlberg it is voluntary for standard dogs but still required for listed breeds (Listenhunde).

Fine for an Uninsured Dog

Keeping a dog without the required liability insurance is an administrative offence (Verwaltungsstrafe) under the Wiener Tierhaltegesetz and can be fined up to EUR 3,500. You also cannot complete your dog tax registration without proof of insurance.

How Much Coverage Do You Need?

The legal minimum in Vienna is EUR 725,000 for combined bodily injury and property damage. That is the floor, not a recommendation. Market-standard policies in Austria cover EUR 1 million to EUR 10 million, and most insurers price the EUR 3 million to EUR 10 million tiers only a few euros above the minimum.

A serious dog-bite injury, a traffic accident your dog causes, or long-term medical costs for a third party can easily exceed EUR 725,000. We recommend at least EUR 1 million of cover, and there is little reason not to take EUR 3 million or more when the price gap is so small.

Pay a Little for a Lot More Cover

Jumping from the EUR 725,000 minimum to EUR 3-10 million typically adds only a euro or two per month. The higher tier protects your personal assets if a claim ever runs large, so it is almost always worth taking.

How Do You Register Your Dog and Show Proof?

In Vienna you must register your dog for the dog tax (Hundeabgabe) within 14 days of acquiring it or moving to the city. Registration is handled by the city tax office, and you must present your proof of dog liability insurance at the same time. Your insurer issues this confirmation on request at no cost.
