Everyone who moves into a Vienna address registers it (Meldezettel) within 3 days, for free, with a form signed by the landlord. Missing it can cost up to €726 under § 22 MeldeG. EU and EEA citizens then apply for an Anmeldebescheinigung at MA 35 within 4 months, which costs €44. This guide covers each step, plus the tax number, e-card, ID Austria and driving licence deadlines.

1

What Do You Need Before Arriving in Vienna?

Your very first priority, even before you land in Austria, is to have a confirmed place to live. The signature of your landlord or the main tenant is an essential part of the Meldezettel form. Without it, you cannot complete your residence registration.

Don't skip this

You cannot register (Meldezettel) without a landlord or main tenant signing the form. A hotel or Airbnb address will not work. Make sure your rental contract is signed before you arrive, or arrange for the landlord to be available to sign the Meldezettel promptly.

2

How Do You Register Your Meldezettel After Arrival?

Within 3 days of moving into your new address, you must register your residence at your district's registration office (Meldeservice).

Documents Required

  1. 1

Passport or EU national ID card

  2. 2

    Completed Meldezettel form

Signed by both you and your landlord (or the main tenant). You can download the form from the City of Vienna website.

    Religion field = Church tax

If you indicate a religion on the Meldezettel, you will be required to pay church tax (Kirchensteuer), roughly 1.1% of your income. If you do not wish to pay this, leave the religion field blank or write "o.B." (ohne Bekenntnis, without denomination).
  3. 3

    Birth certificate optional

Not required for EU citizens but may be requested.

  4. 4

    Proof of academic titles optional

If you want your academic title (Dr., Mag., etc.) recorded. Can also be done later at the Anmeldebescheinigung step.

  5. 5

Ask about your Tax ID (Steuernummer)

While at the registration office, ask the staff about obtaining your Tax ID. They can advise on the process or point you to the right Finanzamt.

Where to Go

Register at your district's Meldeservice office. You can find the nearest office and book an appointment on the City of Vienna website:

Wien.gv.at: Meldeservice locations & appointments

Tip

Walk-ins are possible, but booking an online appointment saves you significant waiting time, especially in popular districts like the 1st, 6th, and 7th.

What happens if you register late?

A late or missing registration is an administrative offence under § 22 MeldeG, with fines up to €726 and up to €2,180 for a repeat. In practice first offences cost far less: a Salzburg law firm reports €36 to €150. Online registration only works with ID Austria and an earlier Austrian address, so your first Meldezettel is always filed in person, by proxy or by post.

Whether the clerk checks the landlord’s signature varies. Some residents were sent home without it; others were never asked and only showed the rental contract. Bring the signed form anyway: it is what the law requires, and the extra trip costs you days of your 3-day window.

What residents report

  • − Meldezettel sent back: A resident had a Meldezettel turned away at the registration office because the landlord's signature was missing. Several replies described the same experience and advised getting the Unterkunftgeber to sign before going. (r/Austria, 2023)
  • + Landlord signature not checked: The counterweight: one person who had registered after several moves said nobody ever asked for the landlord's signature, and showing the rental contract was enough. Practice seems to vary by office and by clerk. (r/Austria, 2022)

How Do You Get Your Anmeldebescheinigung Within 4 Months?

Who needs this?

EU/EEA citizens (plus citizens of Iceland, Liechtenstein, Norway, and Switzerland) who intend to stay in Austria for more than 3 months must apply for an Anmeldebescheinigung within 4 months of arrival.

Documents Required

  1. 1

Filled in and signed application form

Download the Anmeldebescheinigung application form and the documentation form for EEA/Swiss citizens from the MA 35 website.

  2. 2

    Valid identification card or passport

  3. 3

    Proof of adequate health insurance

Your European Health Insurance Card (EHIC) works here. If you are employed in Austria, your employment contract serves as proof since social health insurance is included.

  4. 4

    Proof of sufficient financial means

Income statements, bank statements, or, if you are employed, your employment contract should suffice.

How to Do This

Book an appointment at MA 35 (Immigration and Citizenship Office) in Vienna. Hand in the documents at your appointment and receive your confirmation of registration on the spot.

Cost: €44, higher if personal documents such as a marriage certificate are added (Work in Austria, October 2026)

Tip

MA 35 appointments can have long wait times for booking. Apply for an appointment as soon as possible after your Meldezettel is done. Don't wait until the 4-month deadline is close.

What Are the Next Steps After Registration?

A

Deregister from Your Home Country's Social Security

To avoid an overlap between your home country's social security system and Austria's social security (Sozialversicherung), you need to formally deregister. Use the Annex 19 form (also known as the A1 portable document for social security coordination) or contact your home country's social security authority directly.

Important

If you don't deregister, you may end up paying double social security contributions in both your home country and Austria.
B

Tax ID: Register on FinanzOnline

Once your Meldezettel is completed, register on FinanzOnline , Austria's online tax portal. You will need this to file your annual tax return (Arbeitnehmerveranlagung) and to receive your salary properly.

After registration, your access credentials will be sent by post to your registered address, which is why completing the Meldezettel first is essential.

C

Optional: Get Private Liability Insurance

Optional but strongly recommended: a private liability insurance (Privathaftpflichtversicherung) covers damage or injury you accidentally cause to other people or their property in everyday life, from a flooded neighbour's flat to a cycling accident. It typically costs €60 to 150 per year and is often bundled with household insurance (Haushaltsversicherung). Compare cover from Austrian insurers such as UNIQA Privathaftpflicht, or see our liability insurance guide.

D

If You Have a Dog: Dog Liability Insurance

If you own a dog in Vienna, a dog liability insurance (Hundehaftpflichtversicherung) is not just recommended, it is legally required under the Wiener Tierhaltegesetz. The policy must cover at least €725,000 in damages and pays out if your dog bites someone or causes an accident. It typically costs €5 to 10 per month (from about €60 per year). Providers include UNIQA, Wiener Städtische, Helvetia, and DONAU.

Vienna requires dog liability cover

Since July 2019, every dog owner in Vienna must hold valid dog liability insurance and be able to show proof. Without it you risk fines, and you remain personally liable for any damage your dog causes.

Only two of these steps carry a hard clock you can miss in your first week: the Meldezettel at 3 days and, for EU citizens, the Anmeldebescheinigung at 4 months. The fine for a late Meldezettel is set in § 22 MeldeG at up to €726, and up to €2,180 for a repeat. A Salzburg law firm puts typical first-offence fines at €36 to €150.

The slow trap is the driving licence. A non-EEA licence only works for 6 months after you take your main residence; after that, driving on it counts as driving without a licence. The exchange costs €90 since 1 July 2025, per ÖAMTC. Get ID Austria early too: it is free, takes about 10 minutes, and unlocks online registration and FinanzOnline.
